Help Menu is Not Shown when not in English Localized Mode

ISSUE DESCRIPTION:

Help Menu does not display when Moxie Channels NetAgent is not in English Localized mode.

ROOT CAUSE:

SOLUTION OR WORK AROUND:

This is by design, the help file is only available in English at this time.
