An Administrator Was Not Able to Modify an External User’s Password if the Existing Password Was an Alphabetical String

ISSUE DESCRIPTION:
Description: An admin was unable to change the external users password if the password they chose contained an alphabetical string. They were still able to change it to a numerical string if they desired to do so.
Steps to replicate:
1. Log in to Admin Panel
2. Go to the Portal Tab
3. Choose External Users
4. Pick an external user and attempt to change the password to something alphabetical. It will not work. You can validate this issue by trying to change the password to a numerical string like 12341234. In addition to being the validation test for this bug it is the workaround.
