Cyrillic Characters (Russian) Used in New Article Version Become Question Marks

ISSUE DESCRIPTION:

If a new version of an article which uses Cyrillic characters (e.g. an article in Russian), the characters are displayed as question marks (?????):

ROOT CAUSE:

SOLUTION OR WORK AROUND:

This issue has been resolved in Hot Fix 3. Please upgrade to the latest version of Knowledgebase to fix this.
