CHM File Generated by Export Portal Process is not Searchable

Knowledgebase version 8.3.2.21.2
ISSUE DESCRIPTION:
ROOT CAUSE:
The itircl.dll file is not properly registered.
SOLUTION OR WORK AROUND:
- On the Application Server click Start then select Run.
- In the Run dialog box, type CMD and press [ENTER].
- At the command prompt, type "cd x:\Program Files\KnowledgeBase.Net\knowledgebase\applicationprogram\scripts\export\chm" where x is the drive letter that Knowledgebase is installed on.
- Type regsvr32 itircl.dll and press [ENTER].
This should resolve the issue.
AFFECTED SYSTEMS & USERS:
Administrators who have exported their Portal.
