The Components Tab in the KB Administration Configuration Utility will not Run

ISSUE DESCRIPTION:
When attempting to configure the Components tab in the KB Admin Configuration tool, users receive the error "An error occured during setup. Not all components were installed" in the Status area.
ROOT CAUSE:
The IUSR password is wrong or has become corrupt.
SOLUTION OR WORK AROUND:
The IUSR password is usually set automatically and never known. However, it is possible for the password to become out of sync or corrupt. You can learn more about resetting this password here. After the password is reset, make sure to sync the password as suggested.
