Error on attempt of Install of BCL Magellan

ISSUE DESCRIPTION:
This was encountered when installing 9.0.1 however it can happen with any version of Knowledgebase during the install of BCL Magellan. BCL Magellan is the component that the application uses to convert PDFs to html from within the tool.
While installing the BCL Magellan component the error received is AddPortEx: The RPC server is unavailable. (1722)

ROOT CAUSE:
The BCL Magellan application needs the print spooler running to complete its install.
SOLUTION OR WORK AROUND:
Click on the "Start" button then "Control Panel" and then "Administrative Tools and Services"
Select "Print Spooler".
While it is noted arrested, start it by double-clicking on "Print Spooler" and then click the "Start" button.
Verify that the "startup type" is set to automatic.
