Article Template Modified Date Does Not Change

ISSUE DESCRIPTION:
The modified date of the article templates did not change in the user interface even when they were modified and saved with a new date. See picture of article templates screen:
Steps to Replicate Issue:
1. Log into the Admin Panel.
2. Go to Article Templates.
3. Upload a basic template.
4. Wait a day.
5. Download the template and make a note of the file date.
6. Make some change to the template.
7. Save the template.
8. Upload the template and notice that the date never changes for date modified.
